The defense industry and other manufacturers are now just over five months away from a January 1, 2027, deadline under federal regulations to stop purchasing rare earths, magnets, tungsten, molybdenum and tantalum from China, Russia, Iran or North Korea , Reuters reported Sunday. President Trump's push to end Washington's reliance on Chinese critical minerals by January is colliding with a stark reality: American miners and processors aren't ready .

Trump has made U.S. mining and processing of critical minerals a national security priority since returning to office, pouring tens of billions of dollars into nearly 150 minerals companies to loosen China's grip on supply chains for weapons and other strategic products . Yet the clock is ticking. China grew to dominate the minerals-refining industry in the late 20th century and controls more than 80% of the sector today , according to Reuters. The International Energy Agency warned this month that $6.5 trillion of global manufacturing is at risk if Beijing imposes export restrictions on rare earths .

The timing could hardly be worse. Just as Washington races to secure alternative supply chains, nature has reminded the world how concentrated—and vulnerable—those chains remain.

Can Chile Keep the Copper Flowing?

Lundin Mining expects a two to three-week outage at its Caserones copper mine in northern Chile after a severe winter storm damaged two powerline towers onsite , the company announced Monday. Electricity to the mine has been offline since July 18, when heavy snowfall and extreme weather swept across northern and central Chile , according to Investing News Network.

Chile accounts for approximately 25% of global mined copper production , and the July 2026 atmospheric river event that struck the region did not simply disrupt one mine—it simultaneously stressed multiple nodes of a supply chain that underpins everything from electric vehicle batteries to power grid infrastructure . Economy and Mining Minister Daniel Mas called a meeting with companies including Codelco, Antofagasta Plc and Teck Resources Ltd. to review contingency plans, while regulator Sernageomin activated its crisis committee to monitor the risk of landslides and mudslides , Bloomberg reported July 14.

The storm arrived against a backdrop of already-constrained supply. Where Will the Rare Earths Come From?

While Chile wrestles with weather, Kenya is positioning itself as a potential answer to the West's rare earth dilemma. Critical Metals Corp announced the Mrima Earth Limited Consortium, in which Critical Metals is the lead party, has been shortlisted as one of only three American finalists, from an initial field of seven bidders, to proceed to the final stage of the Government of Kenya's competitive tender process for the right to develop the Mrima Hill rare earth and niobium project in Kwale County , the company said July 23.

Experts regard it as one of the world's biggest undeveloped sources of these minerals, with an estimated worth of around $63 billion , according to Mugglehead Investment Magazine. Recent geological assessments suggest Kenya hosts approximately 40 million tonnes of rare earth-bearing ore, with concentrations averaging around 5% total rare earth oxide content, and these deposits also contain significant niobium reserves, potentially exceeding 680 million kilograms .

Mrima Hill is widely regarded as one of the most significant undeveloped rare earth and niobium deposits globally, positioned on Kenya's southern coast with direct access to the Port of Mombasa . But local concerns run deep. Many locals fear foreign companies will exploit the site with little benefit for Kenyans, and calls now grow louder for full transparency, proper community involvement and strong rules to handle radioactive elements that occur naturally with these minerals .

The Kenyan tender comes as Western governments confront an uncomfortable truth: policy ambition has outpaced operational capacity. Despite the scale of policy commitment, a decade of support has not solved the underlying problem—the West still has very limited processing and separation capabilities, and the gap between policy intent and operational output remains wide .

Kenya is expected to announce its final Mrima Hill tender decision within three to four months, per government estimates. And in Chile, watch for Lundin's Caserones restart timeline—any extension beyond three weeks could tighten an already-strained copper market heading into the fourth quarter.
