Sunrise Energy Metals (ASX) has approved construction of its Syerston scandium project in New South Wales, Australia. Mining.com reported that the decision advances plans for a major primary source of the critical mineral outside China. The timing matters because Sunrise says Chinese scandium supplies have virtually stopped reaching key markets since Beijing imposed critical mineral export controls. Syerston is backed by a conditional US government debt commitment, so a Western supply chain for aerospace, defence and semiconductor users now has a funded project behind it.

Sunrise Energy Metals: Syerston Scandium Gets the Green Light

Robert Friedland-backed Sunrise expects to begin producing high-purity scandium oxide at the Syerston mine and refinery in the second half of 2028. The project carries an estimated development cost of $322 million, with construction and commissioning expected to take 24 months, according to Mining.com. Syerston is expected to process 64,000 tonnes of ore annually and produce scandium oxide with purity exceeding 99.9%.

The deposit is forecast to average 690 parts per million scandium during its first decade of operations, with a planned operating life of 32 years. "Our decision to proceed with development of the Syerston Scandium Project follows extensive technical development, engineering, permitting and commercial engagement." Friedland, the Sunrise chairman, said.

On financing, Sunrise has received a conditional commitment for up to $400 million in long-term debt from the US Department of War's Office of Strategic Capital. It reported A$148.1 million in available cash as of Sept. 30. The company is also pursuing a move of its corporate headquarters to the US through a proposed redomiciliation and Nasdaq listing, under which a newly incorporated Delaware company would become its parent.

Sunrise expects scandium demand to grow through the decade as the metal finds wider use in aerospace, defence, fuel cells powering AI data centres and advanced semiconductors.

Gold Fields: Windfall Clears a Key Environmental Hurdle

Gold Fields (NYSE, JSE: GFI) has received a key environmental authorization for its high-grade Windfall gold project in Quebec. The approval clears a major regulatory hurdle as the company prepares for a final investment decision. Windfall is expected to produce about 300,000 oz. of gold annually once fully ramped up, and Gold Fields is targeting a final decision by February 2027. The company describes the proposed mine as a $1.9-billion project.

Gold Fields CEO Mike Fraser called the certificate "a major milestone for Gold Fields and for one of Canada's highest-grade development-stage gold projects." The authorization follows a setback in which Gold Fields suspended underground development at Windfall after an exploration-work permit expired.

Work remains. Gold Fields must still secure a mining lease and secondary permits, although the certificate allows construction to proceed subject to regulatory conditions. The company signed the Uukiimau Agreement in June 2026 with the Cree First Nation of Waswanipi, the Cree Nation Government and the Grand Council of the Crees. It acquired full ownership of Windfall in October 2024 through its C$2.16-billion takeover of Osisko Mining.

Pecoy Copper: Hudbay Anchors a Financing for Its Peru Project

Canadian explorer Pecoy Copper (TSXV: PCU; US-OTC: PCUUF) agreed to raise C$49.8 million ($35.7 million) from Hudbay Minerals (TSX, NYSE: HBM) and another investor. The money will fund drilling and technical studies at its copper-gold project in southern Peru. Hudbay is to invest C$30.1 million, while an unnamed investor committed C$19.7 million. Each would hold just under 10% after closing, calculated on a partially diluted basis.

Pecoy plans to issue about 24.7 million shares at C$2.02 apiece, a 10% premium to its 10-day volume-weighted average price through Oct. 30. Shares jumped 5.5% to C$1.92 Monday morning in Toronto, valuing the company at about C$405 million ($289 million).

Desjardins analyst Bryce Adams said the financing would lift Pecoy's cash resources to roughly C$70 million. National Bank Financial analyst Andrew Dusome said of Hudbay's stake: "we view their investment as providing a strong endorsement to the future potential of the Pecoy project."

Pecoy's April 2025 resource estimate outlined 865 million inferred tonnes grading 0.34% copper, 0.012% molybdenum, 0.05 gram gold per tonne and 1.33 grams silver, using a 0.23% copper cut-off. Adams expects an updated resource estimate early next year and a preliminary economic assessment later in 2027.

Mayfair Gold: Fenn-Gib Joins Ontario's Fast-Track Program

Ontario has added Mayfair Gold's (TSXV: MFG; NYSE-A: MINE) Fenn-Gib gold project to its accelerated permitting program. It is the fourth project selected under the province's One Project, One Process framework. Mayfair is targeting a construction start in 2028 and first production in 2030. Ontario estimates the project would support 450 construction jobs and 250 long-term positions.

The designation does not itself grant the permits needed for construction, Ontario says, and the Crown's duty to consult Indigenous communities remains in place.

On the funding side, Mayfair lined up financing of up to C$310 million from Australia's Macquarie Bank. The package comprises a C$300-million project loan and a C$10-million equity investment, against an estimated C$450-million initial development cost for Fenn-Gib. Mayfair said the proposed debt financing remains subject to due diligence, definitive agreements and closing conditions. The project's prefeasibility study focused on probable reserves of 25.1 million tonnes grading 1.29 grams gold per tonne for about 1 million oz. contained metal.

Endeavour Mining: Underground Mining Halted at Mana

Endeavour Mining (TSX, LSE: EDV) suspended underground mining at its Mana gold mine in Burkina Faso after part of an access road sank on Oct. 28. Mining has stopped at all three active underground entrances while specialists assess ground stability and repairs. Workers were evacuated and nobody was injured.

Endeavour said it remains on track to hit full-year production and all-in sustaining cost targets even if no further mining occurs at Mana in the fourth quarter. National Bank Financial analyst Mohamed Sidibé said the overall impact will depend on how long portal remediation takes, which he thinks is one to two quarters. Endeavour plans to outline the ground assessment and repair plan when it reports third-quarter results on Nov. 12.

Cochilco: Chile Copper Output Forecast Cut, Price Outlook Raised

Chile's copper commission Cochilco has cut its production forecasts for the world's largest producer and raised its 2027 price outlook by 17%. It now expects Chilean output to fall 8.4% this year, compared with the 2.6% decline projected in August.

Chile is expected to produce 4.94 million tonnes of copper this year and 5.08 million tonnes next year, down from Cochilco's August forecasts of 5.27 million and 5.55 million tonnes, respectively. Cochilco forecasts a refined-copper surplus of 144,000 tonnes this year, widening to 215,000 tonnes next year. It raised its average copper price forecast for next year to $5.95 per lb. from $5.10.

Separately, Chile's state-owned Codelco dismissed eight people, including senior executives, after investigations into over-reported copper production. An extraordinary shareholders' meeting is scheduled for Nov. 5.

Citigroup: Lithium Price Forecasts Slashed

Citigroup has lowered its lithium price forecast for the next two years by as much as 40%, citing slower battery demand growth and increased trade uncertainty. Citi lowered its lithium carbonate and hydroxide price targets to $12,000 per tonne from $20,000 and 17,000, respectively. It also cut its spodumene outlook from $2,000 to $1,200.

The most-active lithium carbonate contract on the Guangzhou Futures Exchange rose 1.2% to 91,160 yuan ($13,710) a ton on Monday, according to Bloomberg. It has shed more than 40% since the end of August.

What It Means

Critical-mineral supply chains outside China are moving from plans to financing. Sunrise's Syerston approval, backed by a conditional US debt commitment, is the clearest example. Hudbay's stake in Pecoy shows a senior producer paying for early access to copper exploration upside. Permitting is the gating item for the Canadian developers. Gold Fields has cleared a major hurdle at Windfall but still needs a mining lease. Mayfair's fast-track status does not itself grant construction permits, and its Macquarie debt remains conditional.

The supply-side warnings point in a different direction. Cochilco's lower Chilean output forecasts and the Mana access-road failure show how quickly operations can slip. Citigroup's lithium cut shows demand assumptions being marked down. Per Polygon data, the COPX copper miners ETF rose 1.2% in the latest session and the LIT lithium ETF gained 0.4%. Gold fell 3.3% against the prior close, according to market data.
